Project for Expansion of Chemical Substances Registration System and Promotion of Relevant Affairs (2018)

The project period dates from 14th February to 31st December, 2018. The main tasks include maintaining and strengthening the Chemical Substances Registration System, organizing conferences for relative consultation, providing administrative supports on chemical registration affairs and on the implementation of the “one-stop window” for registration cross-Ministerial. The main accomplishments of this project are accordingly described as follows: Maintaining and strengthening of the Chemical Substances Registration System: The new version of Register 2.0 of the Chemical Substance Registration Platform website has been upgraded, on which has the same visual style as the TCSB website and it becomes more informative for international chemical management aspects. There are 11 considerate functions are added on to the managing panel of Chemical Substance Registration Platform online system. And the available data sets for statistical analysis have reached the number of 109. The project also develops the connection between the Chemical Substance Registration Platform online system and the accounting system of EPA. Also, the upgrade of the Chemical Registration IT tool ‘CHEMIST’ is also complete. The main improvements include the debugging and the addition of blanks regarding to the site of manufacture/storage, as well as the usage information according to the authorities’ need of tracking the chemical substances. The IT safety is also secured as always. Organizing conferences for regulation affairs consultation: The project provides customer services through hotlines with recording system, e-mails, social media channels, and instant messaging. The total customer service cases were 41,893, nearly 900 per month. 12 counseling meetings were conducted to promote chemical substances registration. The total number of participants was more than 1,200. Providing administrative supports on chemical registration affairs: The latest version of standardized operation procedure (ISO 9001, 2015) has been achieved and certificated. The reviewing and amending of the guidance for chemical substances registration is under continual progress by cooperation between TCSB and MOL. The project assists and supports the TCSB for reviewing the dossier of chemical substances registration, there are 474 new chemical substances and 2,236 existing chemical substances (phase 1 registration) are registered and approved till now. Providing administrative supports on the implementation of the “one-stop window” for registration: The project assures the smooth reviewing process between TCSB and MOL. And the project maintains the content of Taiwan existing Chemical Substance Inventory (TCSI) according to novel scientific evidences or new managing policies and conduct necessary updates. 2 discussion meetings with 25 attendants had been held which established the communication system between EPA and MOL. There will be another meeting held on late November.
